A discussion of market trends and innovative structures helping address the need for housing across the United States. Panelists will explore how the project finance and tax-exempt financing markets are evolving to mobilize capital, accelerate delivery of new housing and support the preservation and revitalization of existing housing for vulnerable and high-need populations.

Identifying what goes into the project-delivery decision-making process for owners is important. With the adoption of new alternative models to accommodate fluctuating market conditions, the number of delivery-model options is growing. This session will engage in a conversation about how legal issues, schedule, finance, cash flow and long-term operations all play into the complex, challenging decision-making process and help identify when certain delivery models are optimal

Tom Mulvihill is a Managing Director and Group Head of KeyBanc Capital Market’s Infrastructure and Public-Private Partnerships (P3) Business. He brings more than 30 years of U.S. Capital Markets experience from both public and project finance. Tom’s experience includes strategic and financial advisory services, transaction structuring, procurement and execution for clients in the transportation, social infrastructure and utility sectors.

Prior to joining Key, Tom was a Managing Director with KPMG Corporate Finance in their Infrastructure Advisory practice, where he focused on Public-Private Partnerships. Over his tenure, he advised a wide range of state and municipal agencies, transportation authorities, higher education institutions, and public-school systems on complex infrastructure initiatives spanning transportation, social infrastructure, utilities, and education.

David was previously an Operating Partner with Oaktree Capital Transportation Infrastructure Fund, focused on investing in essential North American transportation infrastructure including airports, seaports, rail and road and related assets. Prior to Oaktree Capital he was with the Global Infrastructure Group of the Queensland Investment Corporation, an Australian superannuation fund manager with approximately $80 billion of funds under management. David is a lawyer, business executive and private equity investor. He has served as Chief Executive Officer of large public and private industrial companies in manufacturing, distribution, logistics and supply chain businesses. He has served as a director of listed and private companies ranging in size from revenues of $50 million to $2.5 billion and has extensive international business experience in Asia, Australia, Europe, Canada and the USA. Originally from Australia he has lived in North America for over 30 years. David lives with his wife Maureen in Columbus, Ohio.

With over 25 years of development experience working in both the public and private sectors, Matt has been specializing in US-based Public Private Partnerships (P3) over the last ten years focusing on due diligence, project delivery assessments, procurement, and project delivery support for government, academic, and public agencies.  Having recently joined PCL Construction, Matt identifies and evaluates viable P3 opportunities across the US, aligns projects with organizational goals, and builds collaborative relationships with owners, equity partners, designers, and other stakeholders to support successful P3 project delivery. His work focuses on navigating the intricacies of P3 markets, coordinating competitive development teams, and delivering innovative solutions to meet the evolving needs of public agencies.

Paul Chatalas leads the State’s bond issuance and debt management efforts through the Governor’s Office of Management and Budget (GOMB), where he oversees a $30 billion bond portfolio. Since 2019 Paul has been responsible for the execution of more than $10 billion of Illinois debt. He also serves as the Chief Financial Officer of the Railsplitter Tobacco Settlement Authority (RTSA) and on the Investment Advisory Panel of the Illinois Student Assistance Commission (ISAC). Paul is currently Chair of the Debt Committee of the Government Finance Officers Association (GFOA) and is a member of the state-level debt committee for the National Association of State Treasurers (NAST). 

Paul has nearly 30 years of combined public policy and public finance experience, with the prior 15 years in public finance with investment banks in Chicago and New York. Before entering public finance Paul spent several years working on Capitol Hill for members of the U.S. House and Senate, including members of the Budget and Appropriations Committees, and served as Executive Director of an NGO that focuses on US/UN relations. He holds a Master of Public Administration degree from Columbia University’s School of International and Public Affairs (SIPA) and a B.A. from the University of Oregon.  Paul is a resident of Chicago.
