Jeanne Chipperfield is the Chief Financial Officer for the North Texas Municipal Water District, located in Wylie, Texas. The District provides water, sewer and solid waste services for more than 2.3 million people in one of the fastest-growing areas of the nation. In 2025, NTMWD invested about $1.4 billion in its capital improvement program, including design, construction and maintenance of infrastructure, with about $1.77 billion planned for 2026. Chipperfield is responsible for all financial, accounting, procurement and human resources operations of the District. Chipperfield has more than 25 years’ experience in all aspects of municipal finance. Previously, she served as the CFO for the City of Dallas.
Water challenges abound across the country. From droughts to flooding, to lead pipe removal and quality controls, issuers are finding ways to fund water infrastructure projects, including SRFs and other tools.
